with everything staying intact.

I tried it with the 11-11-2008 Council Agenda contents:

...didn't work.  Imported it into Word as a picture.

It likely has to be imported from Word Doc, which our Council Agendas are not (they're scanned in).

You can tell by the original PDF - if it was imported in native format, you can copy and paste directly from the PDF file, no utilities needed. 
If you can copy individual words/sentences/paragraphs this utility will probably convert it to an editable format.
