A couple of reasons I'm attending Council mtgs. tomorrow...

The appointment was shot down, now comes word that the Fat Man is trying to appoint the ghost of Ben Brocato to refill his seat. This guy is priceless.

The meeting was actually fairly uneventful.  Ms.Brocato will not be assuming her husband's duties...I think -- but, that was as of last night.  More later.

Sedgewick monies approved.

SuperBlock agreement approved (the rumors by naysayers appear to be false).

Fifth ward seat remains open.

Library board appointments stand.

Best line of the night: Ald. Phelen was grumping about bids to fix the bank roof...after the approval of the agreement, the bids were moot (bids are typically sent out of the room to be opened right at the very start, so they can overlap, as they did last night), so someone made a motion to refer them to COW, where they would basically be left to die...Ald. Phelen continues to grump.  Ald. Lovero turns to him and says "What do you want us to do, throw them under the desk?".  Was rather funny at the time.

You obviously didn't get it like everyone else.  I think Phelan was frustrated for two reasons.  First of all, the bids were solicited so the city would know what the costs would be.  Nothing more, nothing less.  The city wasn't intending to do anything with them.  Secondly, they were worthless.  If I remember correctly, one contractor bid approximately $5,000 while the other contractor bid nearly $25,000.  The bids told the city council nothing since they weren't even close.  Phelan was questioning why they were referring this useless data to committee of the whole where nothing would be done with it.  It would have made as much sense to put it under the desk.

The point is something needed to be done at that point.  Someone clearly didn't understand that.

Other results of last night's Council meeting include:

:fiveoh:  ordinances will be prepared for approval vote regarding increasing fines for cannabis possession-- per Chief Kushner's request to, "Increase fines to 'something meaningful' -- to help better enforce ZERO tolerance."
Fines had not been increased since 1994.  Most caught "ridin' (or, walkin') dirty have the current $25.00 fine on them as pocket change...
:fiveoh: an additional Graffiti Removal Technician will soon be on board
:fiveoh: Chief Kushner's request to create an Alarm Users (Businesses & residential) Permit and new fee (for false alarms) was referred to COW for further discussion.  
Currently, there is NO permit fee in effect for alarm users.  Other municipalities issue a sticker that results in quite a nice hunk of revenue annually.  Some municipalities have a  Three strikes/false alarms = ticket rule in place.   Request is to double existing fees for false alarms and require annual sticker.   False alarms do 'cost' the City a lot -- while diverting police attention from other situations.
Council requested more info regarding how this is handled in other communities, and their rate schedules -- to review at COW.

One of the objections I heard was that a resident would be "forced to pay the city to protect their home".  I don't buy that.

Next step (should be) fines for landlords every time police have to come for any disturbance:  fights, domestic battery, noise, and so on. That could clear up a lot of problems(or at least turn them into revenue sources). There are properties in town that police visit again and again, week after week, which suggests there are tenants who need to be encouraged to leave Berwyn, rather than welcomed to stay by the landlord.
