Applebees is still in its 90 day "due diligence" period with the Bank building; i.e. the period where they investigate to ensure there are no issues which make moving into it not feasible.  I think the clock just started running on that.  Thus, I doubt they would announce its opening or solicit applications just yet.  I wouldn't make a major deal over this advertisement at this point.
