What to do with the Rosebush knots now?

SOmetimes I see people digging about the base of their roses in autumn or now.  What should I be putting in there to make
for the most flourishing flowers this year?

Most of the young bushes I put in produce all season, while one I let grow into a 10' medussa only has one gigantic flush of about 500 buds in early July....

Right now, they're probably just removing the old mulch and checking for damage.
Now is a good time to fertilize, any store bought mixture is better than nothing.
Not all roses rebloom, mostly newer varieties.  That 10' Medussa, I'm pretty sure that's a climbing rose.

Caveat.... I was at Menards today and they have loads of cheap, healthy looking roses, but many of them are not hardy in our zone.  They do that every damn year.
Why won't anyone believe it's not butter ?

Right now, we're removing all the old mulch from our roses. We cut them back in the fall.  All have new buds. We have some knockout roses, red and pink. Picked up a sunny(white and yellow). These are good in our zone 5. For more info google knockout roses.
