A couple of questions....

#1. What can I use to remove multiple layers of paint off brick?

#2.  What can I do to fix/ patch the efflorescence on my basement walls?

Short of sandblasting, your stuck with the paint.
Muriatic acid will take care of the effloresence
...What else can we do now except roll down the window and let the wind blow back your hair...

Effloresence = Moisture in the wall system
Drywall + moisture = Mold

1st Step - Identify and correct the moisture problem then cosmetic fixes.  If you don't stop the moisture it will keep coming back.

Just cover it up with drywall? Bad idea.
