 I laughed when I saw the following line in former Governor Jim Thompson's tribute to Judy Barr Topinka:

"Judy Baar Topinka was responsible for the lowest point in my political career. Campaigning with her when she was a state senator, she said that sewers in Berwyn needed an upgrade and requested state funds. I said I would consider it, and in the next instant one of her assistants came around the corner with a ladder. A manhole cover was removed and down into the sewer went Judy, followed by a surprised and somewhat reluctant governor. Clearly admiring of her ingenuity, I gave her the money."
