Cool for School Board | NoBe School District 98 2015 Candidate Filings

Board President Stephen J. Lancsak is not seeking re-election. Two incumbent board members are seeking re-election: Fritz Paul-Emile and Brian Swade. Current appointee is seeking election to the board: JoAnn Kulis Kearns Valeriano

According to the candidate filings on the Cook County Board of Election website http://www.cookcountyclerk.com/elections/candidatefiling/Pages/default.aspx, three candidates will be running unopposed for four open seats on the NoBe School District 98 board:

1. JoAnn Kulis Kearns Valeriano
2. Fritz Paul-Emile
3. Brian Swade

  I believe there is a 2-year seat up for election in District 98 that no one filed for.  This is the seat that JoAnn Kulis Kearns Valeriano currently occupies as a result of the resignation of Barb Krause.  Kearns Valeriano is seeking a 4-year seat.

Ted, see below for a copy and paste from the board of elections website for the current District 98 board. They list seven individuals and note that one of them, JoAnn Valeriano, is an appointee. The NoBe board is comprised of seven individuals, correct? Is the NoBe board comprised of six four-year seats and one two-year seat?

So clearly, there aren't enough bodies that filed papers to run. Assuming that there isn't an epic write in campaign ( folks can submit a Write In Candidate Declaration of Intent Form in advance of Election Day in order for the board of elections to to circulate the Write In Candidate list to the precincts), what happens? How do these board positions get filled? Who appoints? If the unfilled seats are designated as four year terms, does the appointee occupy the seat for the full four years?  Otherwise, all seats on the board would be up for (re)election in 2017.

  1. The reason Brian Swade was not listed was because he filed after 8 AM of the first day of filing.  The ballot lottery document is only for people who filed in the first hour of the first day of filing or the last hour of the last day of filing.

  Brian Swade will still appear on the ballot.

2. The 4 year seats of Lancsak, Swade and Fritz-Emile are up for election this year.  In addition, the seat Valeriano occupies is also up for election as a 2-year seat.

  To be a write-in candidate, one must first register with the Cook County Clerk as a write-in candidate.  One cannot get elected as a write-in candidate without first registering as a write-in candidate.

  So, if only one person registers as a write-in candidate for the 2-year seat and that person then writes in his/her name in the election, he/she will be elected to the 2-year seat.

  If no one registers as a write-in candidate, then the new board will be required to fill the 2 year seat with an appointment after the election. The appointee after the election would serve only two years, when that seat would then be up for a full 4-year term.  Valeriano filled Barb Krause's seat. Krause was elected in 2013 to a 4-year seat and then resigned about a month later because she lived in Oak Park.
