Guy Taking Invetory of Houses

I forgot to mention, less than two weeks ago, I notices a guy walking around.

What was weird about this guy was he looked like he was taking an inventory of houses and apartments within the houses.

He walked into the backyards and took notes.

Anyone know what's up with that?

He wasn't wearing any uniform or any badge.  He walked down every house in the block and later in the day as I went shopping at Toninis, I saw on another block.  I thought he was some city guy preparing to clamp down on illegal apartments. 

Someone else must have seen him, he walked down several neighborhoods.
