The most interesting item on the agenda is Item J4. It is a proposal for Berwyn to use Cicero as its animal pound. I couldn't find anything in the attachment that says how much Berwyn will be paying Cicero for use of its services.
The other interesting item is the promotion of Greg DiMenna, with the letter to promote coming from Lovero.
Bobby Lovero's campaign office in 2005/2006 was in the Diamond Graphics building on 26th street between Wesley and Clarence. Diamond Graphics is owned by Paul DiMenna, son of the former assistant city clerk Laurie DiMenna. The old 8th ward alderman was Moe DiMenna.
I guess we're back to the good old days of the BRDO supporting and promoting their own.
btw, I noticed that ALL the people proposed for promotion for this city council meeting are explicitly named, unlike the promotion of Magnus to sergeant in January - which makes the absence of Magnus' name in the promotion letter in January all the more curious.

Too bad we couldn't have found somewhere else to use for animal control than Cicero. Wonder if this is payback for Dominick's help in Lovero's campaign? Naw, they don't work like that.

Perhaps, but the letter begins, "Under the recommendations from the Fire Chief and his Command Staff..." Greg DiMenna runs/ran the extraction class for the Citizens Fire Academy. That was probably the single hardest class we had there, worse than the live burn. There's no relief from an extraction on a 90° day in full gear, with heavy equipment, till the victims are removed. The live burn was the most exciting considering the heat and dead bodies (hehe), but you go in "waves" and take breaks to cool down. ps. The Cubs fans were much more successful in puncturing the car hoods with the piercing nozzle (for engine fires).  =>

Wait, Magnus was promoted? Yes, apparently at the first city council meeting in January - but, for some strange reason, his name was not mentioned in the letter asking for the approval of the promotions to sergeant. Gee, I wonder why?

Council lasted 22 minutes. Including probably 10 minutes worth of open forum and the promotions (maybe 15).
Pretty remarkable. I don't recall seeing a packet with nothing from the committees or aldermen.

Story in the trib: Cicero shelter to take city's strays Stray pets from Berwyn will be sent to a no-kill shelter operated by the town of Cicero under an agreement between the neighboring suburbs.
The Berwyn City Council on Tuesday unanimously voted to impound animals at Cicero's Waggin' Tails Shelter at 1634 S. Laramie Ave. The agreement is expected to save Berwyn more than $5,000 a year and reduced the number of animals euthanized, according to city officials.
Berwyn has a yearly average of 350 impounded animals. The city expects to pay Waggin' Tails about $16,703, according to city officials. Berwyn's former provider, A-American in Oak Park, would have cost the city about $21,854.
Ruth Volbre, assistant to the city administrator in Berwyn, spearheaded the search for a new shelter and said she was impressed by Waggin' Tails.
"It's more affordable for the city and it's also a no-kill shelter," said Volbre. "We really wanted to find a humane shelter for the animals."
Volbre said the shelter will have a separate section with cages for Berwyn animals. She said that only animals that are diseased or badly injured may be euthanized.

My only question... was this service put out for bid? If so, Waggin's won the bid at the lowest cost, great.
If it was not put out for bid... then that smells funny.

Nope. No bid. The Mayor is quick to point out that they are allowed to waive the bidding process any time they see fit, as it is only a local ordinance.

Well, the City did send the contract for housing stray animals out to bid. There were two bidders. After review, one bid failed to follow the format of the bid process. So, down to one bidder. I think that in this instance, the City has done its best to find a decent place at a decent price.
The City can exit out of the Cicero contract if something happens. The contract expires in 2012. Ms. Volbre did a lot of research on the stray animal ordinance that we passed last Tuesday. Marge Paul
